The NSS is hea­vi­ly ori­en­ted toward the Wes­tern Hemisphere—something for­mer Trump admi­nis­tra­ti­on offi­cial Alex­an­der Gray calls “logi­cal” prio­ri­tiz­a­ti­on (Let­ters, Dec. 11). But the Wes­tern Hemi­s­phe­re doesn’t pose the pri­ma­ry thre­at to U.S. security—China, Rus­sia and their auto­cra­tic allies do. To pre­tend the Chi­ne­se thre­at in Asia and the Rus­si­an thre­at in Euro­pe can be igno­red as we turn our atten­ti­on to Vene­zue­la feels like 1930s-era foolishness.

Else­whe­re, the docu­ment insults our Euro­pean allies, while offe­ring not­hing con­cre­te to streng­t­hen our ties to them or other part­ners in Asia. During the Cold War, our geo­po­li­ti­cal friendships were a major com­pa­ra­ti­ve advan­ta­ge over the Soviets. We will need strong, loy­al, endu­ring allies again to com­pe­te effec­tively with Chi­na and Rus­sia this cen­tu­ry. Opi­ni­on polls show that most peop­le world­wi­de pre­fer demo­cra­cy to dic­ta­tor­s­hip. Bet­ter to use this to advan­ta­ge against advers­a­ries rather than throw it away.

The good news is that the NSS should spark a healt­hy deba­te about the pur­po­ses of Ame­ri­can power. Public opi­ni­on polls again show that the Ame­ri­can peop­le value allies, don’t sup­port Mr. Trump’s embrace of Vla­di­mir Putin, and want to give more sup­port to demo­cra­tic Ukrai­ne. The president’s fata­listic assump­ti­on that this NSS repres­ents an immu­ta­ble pivot toward uni­la­te­ra­lism and iso­la­tio­nism, with no regard for values is premature.
