Die rus­si­schen Bedin­gun­gen sind seit 01. Juni 2025 wei­test­ge­hend unverändert:

- Per­ma­nent Ukrai­ni­an neu­tra­li­ty, inclu­ding a for­mal con­sti­tu­tio­nal ban on joi­ning mili­ta­ry alli­an­ces such as NATO or hos­ting any for­eign mili­ta­ry presence.
- Ter­mi­na­ti­on of all inter­na­tio­nal agree­ments that con­flict with the­se neu­tra­li­ty provisions.
- Legal gua­ran­tees that Ukrai­ne will remain a non-nuclear sta­te, with a pro­hi­bi­ti­on on any deve­lo­p­ment, rece­i­pt, tran­sit or deploy­ment of wea­pons of mass destruction.
- Strict limits on the size, struc­tu­re, and arma­ment of Ukrai­ni­an mili­ta­ry for­ces, and the dis­so­lu­ti­on of what Rus­sia calls “natio­na­list formations.”
- Full pro­tec­tion of rights, free­doms, and offi­cial lan­guage sta­tus for Russian-speaking popu­la­ti­ons in Ukraine.
- Legis­la­ti­ve bans on what Rus­sia cha­rac­te­ri­zes as “glo­ri­fi­ca­ti­on of Nazism” and the dis­so­lu­ti­on of natio­na­list orga­niz­a­ti­ons and parties.
- Full remo­val of all Wes­tern eco­no­mic sanc­tions impo­sed sin­ce the start of the war.
- Mutu­al wai­vers of any claims for war-related com­pen­sa­ti­on or damages.
- Amnes­ty for dis­pla­ced per­sons and “poli­ti­cal prisoners.”
- Lif­ting of restric­tions against the Ortho­dox Church under the Moscow Patriarchate.
- Full res­to­ra­ti­on of diplo­ma­tic, tra­de, ener­gy, trans­port, and other rela­ti­ons, inclu­ding tran­sit through third-party states.

Two Cease­fire Opti­ons on Offer

The Rus­si­an memo­ran­dum pro­po­ses two alter­na­ti­ve pathways toward an immedia­te ceasefire:

Opti­on 1: Com­ple­te with­dra­wal of Ukrai­ni­an for­ces from Russian-controlled ter­ri­to­ries, and fur­ther pull­back from Russia’s bor­ders accord­ing to terms agreed bet­ween the two sides.
Opti­on 2 (Packa­ge Pro­po­sal): A more pha­sed approach invol­ving ces­sa­ti­on of mobi­liz­a­ti­on, hal­ting for­eign mili­ta­ry aid to Ukrai­ne, with­dra­wal of for­eign mili­ta­ry per­son­nel, gua­ran­tees by Ukrai­ne to refrain from sabo­ta­ge and sub­ver­si­on against Rus­sia, mutu­al amnes­ty for detai­nees, lif­ting of mar­ti­al law, and con­duc­ting natio­nal elec­tions wit­hin 100 days after mar­ti­al law ends.

Both opti­ons would cul­mi­na­te in the draf­ting, signing, and rati­fi­ca­ti­on of a com­pre­hen­si­ve peace trea­ty, sub­ject to endor­se­ment by the UN Secu­ri­ty Council.

The docu­ment, dated June 1, 2025, marks Russia’s most exten­si­ve public pro­po­sal to date for ending more than two years of war.
