Poli­ti­co wuss­te nicht, dass die Mili­tär­hil­fe für die Ukrai­ne in etwa in einem Umfang von “die­ses Jahr, oder etwas dar­un­ter” von der Biden Regie­rung “trump­pro­ofed” wur­de, und hat gleich mal berich­tet, dass sie nicht veri­fi­zie­ren kön­nen, dass ukrai­ni­sche Mili­tär­hil­fe nicht betrof­fen ist und Trump die­se heu­te nicht ein­ge­stellt hat, drauf­hin hat der Stan­dard über Stun­den Angst und Unsi­cher­heit gef­armt, und sich vor weni­gen Minu­ten mit einem, wir haben uns auf Poli­ti­co ver­las­sen Zwei­zei­ler rausgeredet.

Under the sup­ple­men­tal law of April 2024, the White House was aut­ho­ri­zed to send Ukrai­ne exis­ting mili­ta­ry equip­ment worth $7.8 bn (not to men­ti­on the addi­tio­nal aut­ho­ri­ty, which beca­me avail­ab­le after accoun­ting errors worth $6.2 bn and $2.1 bn reve­a­led by the Depart­ment of Defense). 

Fea­ring that Donald Trump might cut-off aid to Ukrai­ne immedia­te­ly, the Biden admi­nis­tra­ti­on publicly pro­mi­sed to use all of the remai­ning PDA funds befo­re the new Pre­si­dent ent­e­red office. It fai­led to do so. [Remai­ning aid was 4 billion.]

That inclu­des USAID and Sta­te and other US agencies.

Of that 66.5 bil­li­on was given (by Jan 9th 2025) ear­mar­ked as secu­ri­ty assistance.

The­res bad news: Selen­skyj spe­ci­fi­cal­ly men­tio­ned, that “he focu­ses on the mili­ta­ry aid, and that didnt stop” -- which means, actu­al jour­na­lists still have to do the leg­work to find out if the Trump admi­nis­tra­ti­on actual­ly stop­ped some or all of the other fun­ding sources out­side of the DoD.

Mili­tär­hil­fe bleibt vor­erst tabu
Trotz­dem ist es eine gewag­te Annah­me, dass sich Russ­land mit Ener­giesank­tio­nen zu einem Abbruch des Krie­ges drän­gen lässt. Mos­kau hat bis­her Mit­tel und Wege gefun­den, sich den Sank­tio­nen anzu­pas­sen und sei­ne Part­ner Chi­na und Indi­en mit einer Schat­ten­flot­te zu belie­fern. In die­sem Zusam­men­hang lässt Trumps Äus­se­rung auf­hor­chen, dass sich die ange­droh­ten Straf­mass­nah­men auch gegen «ver­schie­de­ne ande­re betei­lig­te Staa­ten» rich­ten wer­den. Iran und Nord­ko­rea als engs­te mili­tä­ri­sche Ver­bün­de­te des Kremls fal­len dabei aus­ser Betracht, weil sie schon längst unter har­ten Sank­tio­nen der USA ste­hen. Ob der ame­ri­ka­ni­sche Prä­si­dent jedoch so weit gehen möch­te, Chi­na für sei­ne Kom­pli­zen­schaft mit den Rus­sen zu bestra­fen, ist offen.

Zumin­dest hat Trump nun eine Stoss­rich­tung vor­ge­ge­ben. Bemer­kens­wert ist aber auch, was unge­sagt bleibt: Die viel wirk­sa­me­re Dro­hung, die Ukrai­ne mili­tä­risch gegen Russ­land auf­zu­rüs­ten, ist aus­ge­blie­ben. Trump ver­traut offen­bar auf wirt­schaft­li­chen Druck und hält wei­ter­hin nichts von Mili­tär­hil­fe an Kiew. In sei­ner Inau­gu­ra­ti­ons­re­de empör­te er sich über die «unbe­grenz­te Finan­zie­rung der Ver­tei­di­gung frem­der Gren­zen» – ein pole­mi­scher Sei­ten­hieb gegen Bidens Ukraine-Kurs. Vor sei­nem Amts­an­tritt hat er auch den Ein­satz ame­ri­ka­ni­scher Waf­fen gegen Zie­le inner­halb Russ­lands als Feh­ler bezeichnet.

Waf­fen­lie­fe­run­gen, Hil­fe bei der Iden­ti­fi­zie­rung mili­tä­ri­scher Zie­le oder die Aus­bil­dung ukrai­ni­scher Sol­da­ten wären jedoch Mit­tel, um ame­ri­ka­ni­sche Stär­ke gegen­über Russ­land zu demons­trie­ren. Blei­ben sol­che Signa­le aus, kann Putin wei­ter hof­fen, auf dem Schlacht­feld zu tri­um­phie­ren. Ein simp­ler «Deal», wie ihn Trump in Aus­sicht stellt, ist in der jet­zi­gen Lage nicht in Griffnähe.
