Seems qui­te pos­si­ble… 🙁 Thats one way to boost satis­fac­tion amongst peop­le in a tota­li­ta­ri­an sta­te. Give peop­le a class of workers they can put down and tre­at like some­thing less than human, and it might make them less cri­ti­cal about the ongo­ing war.
