In its May 2018 rese­arch paper on Chechnya’s Sta­tus wit­hin the Rus­si­an Fede­ra­ti­on, the Stif­tung Wis­sen­schaft und Poli­tik clear­ly sta­tes that --

The­re was resis­tance to the draft bill “On the State’s Natio­nal Poli­cy”, initia­ted by Pre­si­dent Putin in 2016, and the bin­ding defi­ni­ti­on of the “Rus­si­an nati­on” (ros­siys­ka­ya naci­ya). A defi­ni­ti­on had been nee­ded sin­ce the start of Russia’s post-Soviet history.

Poli­cy had oscil­la­ted bet­ween three inter­pre­ta­ti­ons of natio­nal state­hood: civic natio­na­lism; eth­no­na­tio­na­lism (here refer­ring to Rus­si­an­ness); and neo­im­pe­ria­lism.22 While Moscow pays lip ser­vice to civic natio­na­lism, it has been more atta­ched to the third vari­ant during the Putin years. The defi­ni­ti­on was the­re­fo­re sup­po­sed to be sett­led by legislation.

Des­pi­te Pre­si­dent Putin’s sup­port and encou­ra­ge­ment, howe­ver, the draft bill was shel­ved until fur­ther noti­ce after five mon­ths of dis­cus­sions. Its (pro­vi­sio­nal) fail­u­re was due to the resis­tance of Rus­si­an natio­na­lists, who wan­ted the law to set out the domi­nant sta­tus of eth­nic Rus­si­ans, and of non-Russian eli­tes, who sen­sed an attempt to rob them of their privileges.

Ideo­lo­gi­cal and cul­tu­ral ten­si­ons bet­ween the cent­re and the regi­ons also exist con­cer­ning the repre­sen­ta­ti­on of history.

The rela­ti­ons­hip bet­ween empi­re and nati­on lies at the heart of Russia’s modern histo­ry. Some com­men­ta­tors argue that sin­ce the 19th cen­tu­ry, the histo­ry of Rus­sia has been one of an empi­re that wan­ted to act like a nation-state. Rus­si­an impe­ri­al bureau­crats did not suc­ceed eit­her in crea­ting a via­ble civic natio­nal iden­ti­ty based on pan-imperial citi­zenship, or in forming a Rus­si­an eth­nic nati­on based on Rus­si­an (russ­kii) eth­ni­ci­ty. The 1917 Revo­lu­ti­on and the for­ma­ti­on of the Soviet Uni­on mar­ked a radi­cal depar­tu­re from Rus­si­an impe­ri­al prac­ti­ces. The for­mer empi­re was recon­sti­tu­ted as a Soviet fede­ra­ti­on of natio­nal repu­blics (quasi-states), as well as smal­ler ter­ri­to­ri­al units, based on eth­nic iden­ti­ties. The Soviets found an unor­tho­dox way of dealing with the Rus­si­an Empire’s multi-ethnic cha­rac­ter – they opted for a fede­ra­ti­on in which each “eth­nic mino­ri­ty” was tur­ned into an “eth­nic majo­ri­ty,” or “titu­lar natio­na­li­ty,” wit­hin a spe­ci­fi­cal­ly deli­ne­a­ted admi­nis­tra­ti­ve territory.

By ter­ri­to­ria­li­zing eth­ni­ci­ty, the Soviets de jure bes­to­wed the sta­tus of nati­on onto all the “sub­jects of the fede­ra­ti­on.” But they did this with one cru­cial excep­ti­on – the Russians.

In the far cor­ners of the for­mer empi­re, the many nati­ons that had been sub­ju­ga­ted under the tsar now had their natio­nal home­lands and were encou­ra­ged to fos­ter indi­vi­du­al natio­nal iden­ti­ties and cul­tures, albeit wit­hin a rigid Soviet frame­work: “natio­nal in form, socia­list in content.”

Throughout the ent­i­re Soviet peri­od, howe­ver, the Rus­si­an Soviet Fede­ra­ti­ve Socia­list Repu­blic was the only repu­blic whe­re this for­mu­la was pur­po­se­ful­ly not adop­ted: the RSFSR was not con­si­de­red a natio­nal home­land of Rus­si­ans. It was view­ed more as an asym­metric fede­ra­ti­on that com­bi­ned ter­ri­to­ri­al units with lar­ge­ly eth­nic Rus­si­an popu­la­ti­ons and natio­nal (nomi­nal­ly non-Russian) auto­no­mous repu­blics. This approach’s main goal was to keep Rus­si­an and Soviet iden­ti­ties blur­red so that the majo­ri­ty of Rus­si­ans would view the ent­i­re Soviet Uni­on as their own sta­te, rather than the RSFSR. 

Rus­si­ans were thus the only non-nation in the Soviet Uni­on. And at the same time, a new type of supra­na­tio­nal “Soviet nati­on” did not emer­ge either.

Fol­lowing the Soviet empire’s col­lap­se, which was brought about in no small mea­su­re by the poli­ci­es of Boris Yelt­sin, the then-leader of the Rus­si­an Fede­ra­ti­on, Rus­si­ans have argu­ab­ly found them­sel­ves in a situa­ti­on even more dis­ad­van­ta­ge­ous than the one in 1917: not only did 14 ex-Soviet repu­blics immedia­te­ly estab­lish inde­pen­dence, clai­ming their right to a “natio­nal home­land” wit­hin the form­er­ly admi­nis­tra­ti­ve bor­ders drawn by the Bols­he­viks, but near­ly 25 mil­li­on eth­nic Rus­si­ans ended up resi­ding bey­ond the bor­ders of post-Soviet Russia.

The Rus­sia that emer­ged from the rub­ble of the 1991 col­lap­se of the Soviet Uni­on was more of a rump empi­re than a nation-state. And during the sub­se­quent two-plus deca­des, it has kept the bounda­ries of its “geo­b­o­dy” and “cul­tu­ral body” inten­tio­nal­ly blur­red, and has built a poli­ty rep­le­te with all kinds of eth­nic hier­ar­chies that are com­mon cha­rac­te­ris­tics of an impe­ri­al formation.

Sin­ce 1991, three theo­ries of nation-statehood have com­pe­ted for pri­ma­cy in Rus­sia its­elf – civic, eth­nic and neo-imperial.

Russia’s libe­rals – clear­ly a “mino­ri­ty faith” – have been the chief cham­pions of a con­cept of a civic nati­on, based on the pro­vi­si­ons of the 1993 Con­sti­tu­ti­on that cha­rac­te­ri­ze Rus­sia as a com­mu­ni­ty of Rus­si­an citi­zens – ros­si­ya­ne – enjoy­ing equal rights.

Eth­no­na­tio­na­lists are the main advo­ca­tes of a Rus­si­an sta­te orga­ni­zed along eth­nic lines. They claim that the dis­in­te­gra­ti­on of the Soviet Uni­on crea­ted – for the first time in Rus­si­an histo­ry – an oppor­tu­ni­ty to build a spe­ci­fi­cal­ly russ­kii nati­on, capi­ta­li­zing on eth­nic Rus­si­ans’ nume­ri­cal strength wit­hin the bor­ders of the Rus­si­an Federation.

Final­ly, the­re are impert­sy (cham­pions of empi­re) – a dis­pa­ra­te group of poli­ti­cal thin­kers that inclu­de so-called Eura­sia­nists. They con­t­end that Russia’s cur­rent con­di­ti­on is a pre­lude to the res­to­ra­ti­on of empire.

Throughout the Putin era, the government has paid lip ser­vice to the civic under­stan­ding of nati­on. But Putin’s Krem­lin has never real­ly been inte­res­ted in imple­men­ting such a con­cept. Civic nati­ons can emer­ge only in demo­cra­tic sys­tems, but estab­li­shing genui­ne demo­cra­cy in Rus­sia is defi­ni­te­ly not on the Kremlin’s agenda.

During his time in power, Putin has opted to maneu­ver bet­ween eth­no­na­tio­na­lists and “empire-builders.” The annex­a­ti­on of Cri­mea is the case in point. The land grab in Ukrai­ne was enthu­si­asti­cal­ly sup­por­ted by the “impert­sy” and the bulk of eth­no­na­tio­na­lists – but for dif­fe­rent rea­sons: the for­mer saw the move as the first step toward the rebuil­ding of empi­re; the lat­ter hai­led it as a suc­cess­ful examp­le of an eth­nic Rus­si­an reconquista.

As the NATO Sum­mit con­ve­ned in Washing­ton, D.C. last week, a main topic of dis­cus­sion was the bols­te­ring of the Alliance’s eas­tern flank. Albeit with a grea­ter sen­se of urgen­cy, the focus on Eas­tern Euro­pe is an echo to the 2016 Sum­mit in War­saw, held in the wake of Russia’s annex­a­ti­on of Cri­mea. Back then, NATO agreed to streng­t­hen its eas­tern bor­der by estab­li­shing four enhan­ced For­ward Pre­sence batt­le­groups (eFPs). The­se for­ma­ti­ons, envi­sio­ned as ‘trip­wire’ for­ces, recei­ved their fair share of atten­ti­on at the recent Sum­mit, and are evol­ving in scope as NATO navi­ga­tes the most dif­fi­cult secu­ri­ty envi­ron­ment in Euro­pe sin­ce World War 2.

Also dann wür­de die Nato den Krieg in der Ukrai­ne sicher ganz anders füh­ren, als Russ­land in der Ukrai­ne so lan­ge auf­zu­rei­ben wie mög­lich - sodass Russ­land noch in der Ukrai­ne stolpert.

Also -- wenn die Nato bereits in der Ukrai­ne wäre, dann wäre der Krieg ja qua­si bereits vorbei.

Aber hier gehts ja um das unqua­li­fi­zier­te WENN - also WENN die Nato in der Ukrai­ne wäre - dann wür­de sie ganz anders kämp­fen. Da sies aber nicht ist, bleibt die Ukrai­ne nach gel­ten­der Nato Dok­trin halt doch mehr Stolperdraht.

Aber es ist so wich­tig, dass sich jeder Nato Aspi­rant frei dazu ent­schei­den kann jeder­zeit Stol­per­draht zu werden.

Die ukrai­ni­schen Behör­den haben ange­sichts der sich nähern­den rus­si­schen Trup­pen alle Kin­der aus der front­na­hen Stadt Pokrowsk im Osten des Lan­des in Sicher­heit gebracht. Im Land­kreis (Rajon) Pokrowsk sei­en noch etwa 10.000 Men­schen ver­blie­ben, davon in der Stadt 7.000, sag­te der Lei­ter der Mili­tär­ver­wal­tung von Pokrowsk, Ser­hij Dobrjak. “Kin­der gibt es gar kei­ne mehr in der Gemein­de, sie sind alle weggefahren.”

So it can then go to social media “fact che­ckers” and tell them remo­ve posts of that guy (me) for being cri­ti­cal of the offi­cial narrative…

Euro­pean Par­lia­ment reso­lu­ti­on of 23 Janu­a­ry 2025 on Russia’s dis­in­for­ma­ti­on and his­to­ri­cal fal­si­fi­ca­ti­on to jus­ti­fy its war of aggres­si­on against Ukrai­ne (2024/2988(RSP))

Here is the spin imple­men­ted by the EU par­lia­ment, I’ve found so far:

1. You have to agree that this war was unpro­vo­ked, or the EU will have you cen­so­red on social media. (Issue: It wasnt unprovoked):

whe­re­as, in fact, sin­ce 24 Febru­a­ry 2022 the Rus­si­an Fede­ra­ti­on has been waging an unpro­vo­ked, unju­s­ti­fied and ille­gal war of aggres­si­on against Ukrai­ne, in con­ti­nua­tion of pre­vious aggres­si­ons sin­ce 2014, and con­ti­nues to per­sist­ent­ly vio­la­te the princi­ples of the UN Char­ter through its aggres­si­ve actions against the sov­er­eig­n­ty, inde­pen­dence and ter­ri­to­ri­al inte­gri­ty of Ukrai­ne and to bla­tant­ly and gross­ly vio­la­te inter­na­tio­nal huma­ni­ta­ri­an law, as estab­lis­hed by the Gene­va Con­ven­ti­ons of 1949, in par­ti­cu­lar through the mas­si­ve use of tar­ge­ted attacks against the civi­li­an popu­la­ti­on, resi­den­ti­al are­as and civi­li­an infrastructure;

2. By inter­lin­king “act of aggres­si­on” and the later adop­ted phra­sing “war of aggres­si­on” and focu­sing on the immedia­te qua­li­fi­ca­ti­on as such by the UN, the EU tri­es to down­play the peri­od two weeks after the start of the war, whe­re the EU its­elf didnt want to qua­li­fy it as a war necessa­ri­ly - which makes dis­cus­sions about this peri­od basi­cal­ly impos­si­ble on social media, unless the fact­che­cker knows the rhe­to­ri­cal trick cal­led grou­ping, used in the EU reso­lu­ti­on here. So when you ask - what chan­ged the EUs posi­ti­on ( https://harlekin.me/allgemein/von-borrell-zu-selenskyj-in-50-tagen/ ) your pos­ting will get dele­ted from social media based on this EU resolution.

C. whe­re­as the UN Gene­ral Assem­bly, in its reso­lu­ti­on of 2 March 2022, immedia­te­ly qua­li­fied Russia’s war against Ukrai­ne as an act of aggres­si­on in vio­la­ti­on of Arti­cle 2(4) of the UN Char­ter, and, in its reso­lu­ti­on of 14 Novem­ber 2022, it reco­gnis­ed the need to hold the Rus­si­an Fede­ra­ti­on accoun­ta­ble for its war of aggres­si­on, as well as legal­ly and finan­cial­ly respon­si­ble for its inter­na­tio­nal­ly wrong­ful acts, and that Rus­sia should pay repa­ra­ti­ons for the inju­ries and dama­ge caused;

3. You have to qua­li­fy the mili­ta­ry acts in Chech­nya, Geor­gia and the occup­a­ti­on of Cri­mea as “rus­si­an impe­ria­lism” -- and not as ger­man spea­king media did befo­re the full sca­le war as “Rus­sia proac­tively mana­ging its bor­ders” and the annex­a­ti­on of Cri­mea as a reac­tion to the coup in 2014. If you do that in 2025 the EU will make sure, your posts will get dele­ted from social media.

D. whe­re­as Russia’s aggres­si­on against Ukrai­ne is not an iso­la­ted act but a con­ti­nua­tion of its impe­ria­listic poli­cy, which has inclu­ded a war against Chech­nya and mili­ta­ry aggres­si­on against Geor­gia in 2008, and the occup­a­ti­on of Cri­mea and the start of a war in the Don­bas in 2014;

4. You have to agree, that Putins his­to­ri­cal revi­sio­nism in wri­ting was aimed to rec­ti­fy the rus­si­an full sca­le inva­si­on, even though that con­nec­tion was not made by media or his­to­ri­ans at the time of publi­shing, and only was lay­ed onto the text after­wards using the right amount of “offi­cial litera­ry ana­ly­sis”. Mea­ning - Mear­s­hei­mer is now a con­spi­ra­cy theo­rist by EU decree, for sta­ting, that the docu­ments dont sta­te, that Rus­sia put into ques­ti­on the poli­ti­cal inde­pen­dence, or inde­pen­dent state­hood of Ukrai­ne - which tho­se docu­ments dont. E. whe­re­as the start of Russia’s full-scale war of aggres­si­on against neigh­bou­ring Ukrai­ne was pre­ce­ded by several public decla­ra­ti­ons by the pre­si­dent of the Rus­si­an Fede­ra­ti­on see­king to jus­ti­fy its use of for­ce by means of his­to­ri­cal revi­sio­nism, fal­se claims and ille­gi­ti­ma­te deman­ds for the reco­gni­ti­on of its exclu­si­ve inte­rests in Ukrai­ne and other neigh­bou­ring countries;

So Mear­s­hei­mer will now be can­ce­led from social media.

Also - the right thing to call out for is to pro­mo­te com­ple­te mira­cle cures at this point - as the EU has just made clear by decree:

1. Rei­tera­tes its con­dem­na­ti­on, in the stron­gest pos­si­ble terms, of Russia’s unpro­vo­ked, ille­gal and unju­s­ti­fied war of aggres­si­on against Ukrai­ne; calls on Rus­sia to immedia­te­ly ter­mi­na­te all mili­ta­ry acti­vi­ties in Ukrai­ne and to com­ple­te­ly and uncon­di­tio­nal­ly with­draw all for­ces, pro­xies and mili­ta­ry equip­ment from the ent­i­re inter­na­tio­nal­ly reco­gnis­ed ter­ri­to­ry of Ukrai­ne, to end its for­ced depor­ta­ti­ons of Ukrai­ni­an civi­li­ans and to release all detai­ned and depor­ted Ukrai­ni­ans, par­ti­cu­lar­ly children;

Also, if you want to still exist on social media, you have to belie­ve and sup­port the con­sti­tu­ti­on of the spe­cial tri­bu­nal in the Hague, which the US is open­ly oppo­sed to crea­ting (was also even during the Biden administration):

7. Fur­ther­mo­re also rei­tera­tes its call for the estab­lish­ment of a spe­cial tri­bu­nal to inves­ti­ga­te and pro­se­cu­te the crime of aggres­si­on com­mit­ted by the lea­ders­hip of the Rus­si­an Fede­ra­ti­on against Ukrai­ne; rei­tera­tes its call on the Com­mis­si­on, the Coun­cil and the Euro­pean Exter­nal Action Ser­vice to pro­vi­de all poli­ti­cal, finan­cial and prac­ti­cal sup­port necessa­ry for the estab­lish­ment of a spe­cial tri­bu­nal; expres­ses its full sup­port for the Inter­na­tio­nal Cent­re for the Pro­se­cu­ti­on of the Crime of Aggres­si­on in Ukrai­ne, based in The Hague and sup­por­ting the ongo­ing efforts of the Joint Inves­ti­ga­ti­on Team, as a first con­cre­te step towards the estab­lish­ment of the spe­cial tribunal;

And if not -- every social media com­pa­ny will have you remo­ved algorithmically.

So this is truth - by decree.

Fea­ring that Donald Trump might cut-off aid to Ukrai­ne immedia­te­ly, the Biden admi­nis­tra­ti­on publicly pro­mi­sed to use all of the remai­ning PDA funds befo­re the new Pre­si­dent ent­e­red office. It fai­led to do so. [Remai­ning aid was 4 billion.]

That inclu­des USAID and Sta­te and other US agencies.

Of that 66.5 bil­li­on was given (by Jan 9th 2025) ear­mar­ked as secu­ri­ty assistance.

The­res bad news: Selen­skyj spe­ci­fi­cal­ly men­tio­ned, that “he focu­ses on the mili­ta­ry aid, and that didnt stop” -- which means, actu­al jour­na­lists still have to do the leg­work to find out if the Trump admi­nis­tra­ti­on actual­ly stop­ped some or all of the other fun­ding sources out­side of the DoD.
