Bei der der Haupt­au­tor des Buches erklärt - es ist ganz ein­fach, ers weiß nähm­lich wie Putin denkt, weil er mal eine Sen­dung mit einem Ndran­ghe­ta Exper­ten gemacht hat -- und die Anne­xi­on der Krim war ein­fach Mafia Logik. 26.02.2014 - Angst vor der Abspaltung

„War­um beschäf­tigt sich das Par­la­ment nicht mit ande­ren Fra­gen? Das Land ist am Boden. War­um spre­chen sie nicht über die Wirt­schaft?“, empört sich der Rus­se Wla­di­mir. Er sagt, er will kei­ne Unab­hän­gig­keit von der Ukrai­ne, doch wenn er einen rus­si­schen Pass bekom­men könn­te, wür­de er die­sen zur Sicher­heit sofort annehmen.

Sol­che Stim­mun­gen wer­den auch von rus­si­schen Abge­ord­ne­ten der Par­tei LDPR unter­stützt, die ins rus­si­sche Par­la­ment einen Gesetz­ent­wurf ein­ge­bracht hat­te, der besagt, dass Rus­sen aus der Ukrai­ne ein­fa­cher die rus­si­sche Staats­an­ge­hö­rig­keit bekom­men könnten.

Eine Dele­ga­ti­on rus­si­scher Abge­ord­ne­ten war am Diens­tag [25.02.2014] zu Besuch auf der Halb­in­sel Krim, auf der die rus­si­sche Schwarz­mee­res­flot­te sta­tio­niert ist. Drei ehe­ma­li­ge Prä­si­den­ten der Ukrai­ne, Leo­nid Kutschma, Leo­nid Krawt­schuk und Vik­tor Juscht­schen­ko, war­fen dar­auf­hin in einer gemein­sa­men Erklä­rung Russ­land vor, sich direkt in die Poli­tik auf der Krim ein­ge­mischt zu haben.

Of cour­se it does. I have no other explana­ti­on for their actions. The fact that the­re was no ses­si­on yes­ter­day, that armed men sei­zed the buil­ding of the ARC Supre­me Coun­cil today, that they nego­tia­ted with the head of the cur­rent Coun­cil of Minis­ters (Ana­to­liy Mohy­liov - Glav­kom), that they allo­wed Kon­stan­ti­nov to enter and hold a ses­si­on, that the Black Sea Fleet armo­red per­son­nel car­ri­ers appeared, and so on.

Uniden­ti­fied men were also patrol­ling the inter­na­tio­nal air­port in Sim­fero­pol, the Cri­me­an capital.

The depu­ty lea­der of Ukraine’s par­lia­ment cal­led for the deal allowing Rus­sia to keep its Black Sea fleet in its sou­thern regi­on of Cri­mea to be scrap­ped on Fri­day [28.02.2014].

Oleg Lyashko’s comments came after Ukraine’s Inte­rior Minis­ter Arsen Ava­kov accu­sed Rus­sia of sta­ging a “mili­ta­ry inva­si­on and occup­a­ti­on” when gun­men sei­zed con­trol of two air­ports in the region.

It is obvious that the Ukrai­ni­an par­lia­ment did not fol­low the pro­ce­du­res as out­lined in the con­sti­tu­ti­on. With its vote on 22 Febru­a­ry 2014 par­lia­ment could just have initia­ted the impeach­ment pro­cess based on char­ges rela­ted to the deaths during the protests.

The con­sti­tu­ti­on then requi­res an inves­ti­ga­ti­on by an ad hoc com­mis­si­on, which should have pro­du­ced pro­per evi­dence of the direct cri­mi­nal respon­si­bi­li­ty of Pre­si­dent Yanu­ko­vich, and it also requi­res a review by the Con­sti­tu­tio­nal Court and the Supre­me Court. The­se did not take place.

In order to jus­ti­fy the insuf­fi­ci­ent num­ber of votes sup­por­ting the remo­val during the par­lia­men­ta­ry bal­lot, a simi­lar argu­ment would need to be made about par­lia­ment its­elf, clai­ming that mani­pu­la­ti­ons of par­lia­men­ta­ry elec­tions and fac­tion mem­bers­hip make the par­lia­ment ille­gi­ti­ma­te. In part this posi­ti­on seems to be sup­por­ted by public opi­ni­on, with two thirds of the popu­la­ti­on sup­por­ting ear­ly par­lia­men­ta­ry elec­tions in par­al­lel to the ear­ly pre­si­den­ti­al elec­tions. Howe­ver, at this point it beco­mes clear that the argu­ment leads into a dead end. If all sta­te organs have lost legi­ti­ma­cy due to poli­ti­cal mani­pu­la­ti­ons, the­re is no legi­ti­ma­te way to for­mal­ly remo­ve the president.
